This paper introduces the field of mixture toxicity and the challenges in regulating pesticide mixtures. Even though pesticides are unique chemical stressors designed to have biological activity that can affect a number of nontarget species, they are intentionally placed into the environment in large quantities. Currently, methods and terminology for evaluating mixture toxicity are poorly established. The most common approach used is the assumption of additive concentration, with the concentrations adjusted for potency to a reference toxicant. Using this approach, the joint action of pesticides that have similar chemical structures and modes of toxic action can be predicted. However, this approach and other modeling techniques often provide little insight...

Developing a methodology for assessing the economic impacts of large scale environmental regulations AgEcon
Berck, Peter; Hess, Peter.
This paper explains the development and implementation of a methodology for assessing the economic impacts of large-scale environmental regulations. The development process began with a literature review surveying channels through which environmental regulations might influence economic performance. Avenues deemed suitable were incorporated into a computable general equilibrium (CGE) model of the California economy. This model is based on the California Department of Finance's Dynamic Revenue Analysis Model (DRAM). Modifications to DRAM for the current project include a revised sectoring scheme that features industries of particular regulatory interest, revamped data matrices that accommodate this new sectoring scheme, a new air pollution module,...

Port activities require continuous or occasional dredging of considerable quantities of sediments : approximately 50 million m3 along the French coastline. A large proportion of the dredgings is authorized for dumping at sea in geographically delimited areas and following an impact evaluation of their potential harmfulness to the marine environment. The environmental risks assessment linked to dredging operations relies on knowledge related to several scientific disciplines contributing to changes in the regulations. This work, intended both for managers and for environmental scientists and engineers, is designed to take stock of the current state-of-the-art in the field of sediment contamination and related ecotoxicological hazards, along with a review of...

Impact de l'aquaculture marine sur l'environnement : aspects juridiques et économiques ArchiMer
Paquotte, Philippe.
Aquaculture is an economic activity which is characterised by a great dependence on environmental conditions. Therefore aquaculture development is subdued to institutional context which defines the rules for use and conservation of the environment. This paper analyses the impact of marine environment regulations on economic operating of aquaculture enterprises and on industrial dynamics. Because aquaculture enterprises use a collective good, an economic approach of aquaculture has to take into account not only the relations between enterprises and environment, but also the relations between the enterprises themselves, through production externalities. In this study, several economic tools are considered in order to incite enterprises to integrate pad of...

Impact of the Administrative Regulations in the Wine Value Chain: The Spanish Case AgEcon
de Felipe, Isabel; Briz, Miguel; Briz, Teresa.
The wine value chain is characterized by its traditional nature. The transformation of the raw material makes lasting products with a high added value, which entails large price differences between producers and consumers. Given the socioeconomic important of this sector, it has specially been taken into account by the administration, with a high level of intervention. There is an ample range of interventions, from a qualitative and from a quantitative point of view. The main objective of all these policies is the intention of controlling the supply and stimulating the demand. The impact of these measures is considered in the short term, to solve the surplus problems. However, at the long run, it has a negative impact. The new framework of the wine...

Indirect Land Use Change: a second best solution to a first class problem AgEcon
Zilberman, David; Hochman, Gal; Rajagopal, Deepak.
Concern about the possible affects of biofuels on deforestation have led to assigning biofuel producers with the responsibility for greenhouse gas (GHG) emissions of the indirect land use changes (ILUC) associated with their activities when assessing their compliance with biofuel policies. We show that the computation of the ILUC is shrouded with uncertainty; they vary frequently, and are strongly affected by policy choices. It seems that its overall impact on GHGs is relatively minor. Once the ILUCs are introduced other indirect effects of biofuel may need to be considered which will increase the cost of biofuel regulations. Concentrating on direct regulation of biofuel and on efforts to reduce deforestation, wherever it occurs, may be more effective than...

Institutional Factors behind Effectiveness of Irrigation: A Study in the Brahmaputra Valley in Eastern India AgEcon
Dutta, M.; Bezbaruah, M..
As the adverse consequences of the policies of input subsidy and increasing food-grain procurement prices became prominent in Indian agriculture, researchers and policy makers documented the need for policy changes. For sustaining production of rice, there are now calls for shift of emphasis from large farmers in Green Revolution areas in Northwest India to small and marginal farmers in Eastern and rain-fed areas, where returns to both labor and capital are high and potentials for exploiting the existing technology are yet largely untapped. A major constraint on exploiting such potentials in parts of Eastern India such as the Brahmaputra Valley is paucity of irrigation. While investment for expanding irrigation capacity is needed, it is equally important...

Le marais salé des pertuis charentais : à la recherche d'un développement durable ArchiMer
Prou, Jean; Heral, Maurice.
Sustainable development of the marine part of the wetlands located on the Atlantic coast of France (Pertuis Charentais) implies the difficult integration of European and national regulations in the regional frame. Spatial and temporal patterns of this area show the strong relationship between human activities (salt, sheIlfish farming, agriculture, fisheries...) and physical evolution of this area. Regulations based on zoning have to be completed by more precise studies including the major role of water uses regulated by human practices.

Overharvesting the traditional fishery with a captured regulator AgEcon
Berck, Peter; Costello, Christopher.
Rent dissipation in open access fisheries is a well studied problem (Gordon 1954; Homans and Wilen 1997). Regulation is seen as a possibly remedy to the externality of entry, which eventually leads to zero profits and depressed stocks. Despite regulation, drastic declines have occurred in many regulated fisheries worldwide, prompting a discussion of economic, biological, and environmental phenomena that may lead to declines. We explore one case when a regulator permits overfishing in the context of a traditional fishery model. Influenced by industry to reduce effort restrictions, regulators often rely on gear, season length, and other efficiency restrictions to achieve management goals. Under standard assumptions we find that when the regulator is...

Physicochemical characterization of different trademarks of compound Yerba Maté and their herbs BABT
Scipioni,Griselda Patricia; Ferreyra,Darío Jorge; Schmalko,Miguel Eduardo.
The objectives of this study were to evaluate the physicochemical characteristics of the main herbs used in the mixture of yerba maté with other aromatic herbs and the characterization of the trademarks of compound yerba maté. Moisture, water extract, total ash, acid-insoluble ash and caffeine concentration were determined. Results showed higher values of moisture content, total and aci-insoluble ash and lower water extracts in the herbs. Determinations were carried out in nine trademarks of compound yerba maté. In most cases they complied with the standards of the country with the exception of one trademark from Argentina.

Preliminary principles to guide best practice water quality regulation from an economic perspective AgEcon
Coggan, Anthea; Whitten, Stuart M.; Greyling, Tertius.
Regulatory regimes intended to enforce changes to land use or management impose costs on landholders and governments. Landholder costs comprise changes to capital equipment, changes to crop or enterprise management including direct compliance costs, opportunity costs of lost production, and transaction costs from informing themselves about regulatory requirements, potential compliance strategies and administration associated with implementation of these strategies. Governments must design and implement the regulatory framework along with an appropriate compliance structure and other associated costs. In this paper we apply economic theory, in particular relating to institutional economics and transaction costs, and the degree of heterogeneity landholder...

Regulatory Responses to Potential Pollutants from Animal Feeding Operations: Opting Out of Costly Permitting Regulations AgEcon
Centner, Terence J.; Mullen, Jeffrey D..
Because of excessive water impairment, federal and state agencies have enacted regulations to reduce water pollution from animal feeding operations. Many of the regulations are based on numbers of animals rather than the potential of an operator to impair water quality. To enhance efficiency, critical production indicators and location screening factors might be used to exempt operations that are not significantly impairing water quality. In this manner, regulations could avoid imposing unnecessary costs on the regulated public and more effectively target monitoring and enforcement resources of the regulatory agency.

Social Norms and Behavior in the Local Commons Through the Lens of Field Experiments AgEcon
Cardenas, Juan-Camilo.
Behavior in the local commons is usually embedded in a context of regulations and social norms that the group of users face. Such norms and rules affect how individuals value material and non-material incentives and therefore determine their decision to cooperate or over extract the resources from the common-pool. This paper discusses the importance of social norms in shaping behavior in the commons through the lens of experiments, and in particular experiments conducted in the field with people that usually face these social dilemmas in their daily life. Through a large sample of experimental sessions with around one thousand people between villagers and students, I test some hypothesis about behavior in the commons when regulations and social norms...
